Whenever we came across this problem, it did take a lot of elbow grease and a tile remover. It was a slow process, but inch by inch, we would pull a little on the carpet, then stick the tile remover (or some other straight flat edge) up under the carpet and scrap/push on it a while, lift up more carpet, and so on.
It is not easy, and I haven't seen other ways. Maybe someone out there has a better/less "muscly" way to remove it.
I would love to know it myself.
